The policy landscape
Pakistan's environmental policy is set at both federal and provincial levels. The Ministry of Climate Change and Environmental Coordination leads at the federal level — including Pakistan's Nationally Determined Contribution under the Paris Agreement and the National Climate Change Policy — while implementation authority for most day-to-day environmental regulation sits with the provinces, following the 18th Constitutional Amendment. This split creates real coordination challenges that PAEP's policy work engages with directly.
